Professional Services Disclaimer

Regent and our website provide information regarding professional services that fall under the medical director scope (California Title 9 and 22). We do not maintain physician-patient relationships or interact directly in any way with patients. No information posted on this website is intended to be used for the diagnosis or treatment of any condition. Regent Addiction Treatment solely provides medical leadership and administrative medical director services to healthcare facilities on a business-to-business level. 

We do not function as or provide direct services related to residential treatment facilities, outpatient programs, or clinical substance use disorder (SUD) services. Engagement with our website does not establish a relationship with Regent or indicate that we can provide appropriate professional services to you.

Medical Director Regulatory Scope

Regent operates in full compliance with medical director duties that are defined in California by 9 CCR § 10110 and 22 CCR § 51341.1. While we maintain our compliance standards, our credentialing is not intended to serve as a replacement for the licensing obligations of facilities and private clients that utilize our medical directorship services. 

While Regent's medical director services are designed to satisfy all requirements under California Code of Regulations Titles 9 and 22, each client that utilizes our services is responsible for obtaining and renewing their own state licensure, operational compliance, and standard of care for patients.

Regent's position in business-to-business relationships falls strictly under an oversight role. We provide medical directorship services that maintain a barrier between our staff members and the patient-facing side of care. 

We assert that the facility or practice that hires Regent for services maintains full and separate responsibility for conduct, records handling, HIPAA compliance, regulatory standards, and meeting all compliance guidelines. 

While offering compliance guidance does fall under the scope of our services and responsibilities to clients, Regent has no authority or control over how a client or facility utilizes or applies this information as it pertains to client care or the management of their organization.

No Physician-Patient Relationship

Regent is not a medical practice or virtual telehealth platform. Regent does not engage in direct addiction treatment or maintain physician-patient relationships. We operate strictly on an oversight-driven basis using a consultancy model. 

By engaging with this website or submitting communication to Regent Addiction Treatment, you are not creating a physician-patient relationship. There is no guarantee that correspondence sent to Regent either through this website or another means will be received or reviewed. If you are seeking care or guidance, seek medical advice from a licensed healthcare provider.

For care providers and addiction treatment facilities utilizing Regent's website or inquiring about services, receipt of inquiry does not establish a client-provider relationship with Regent. 

Only upon approval of an application to do business will Regent begin providing medical directorship services. In order to maintain consistency and excellence for the clients that we serve, Regent only works with a select number of addiction treatment centers within California each year. Applying for approval of a business-to-business relationship is the only way to begin formally working with Regent as a medical directorship firm.

SB 434 Transparency Statement

Regent operates in compliance with California SB 434 Truth in Advertising statute. As such, it is against our policy to engage in patient brokering, "body flipping," or concealed referral marketing. Our services are exclusively limited to the medical director scope that covers professional medical staffing and leadership/directorship services. 

Regent's services are offered exclusively on a business-to-business basis to licensed healthcare entities in California. Patient and client information will never be used for the purposes of patient brokering for the benefit of Regent. Regent also abstains from deceptive referral practices that would capitalize on our status as a trusted resource.

General Website Use + Limitation Framing

RegentAddictionTreatment.com is intended to be used for general informational purposes only. Patients, treatment providers, and the general public should not utilize information found on the website for diagnosis, treatment, or clinical decision-making. The purpose of this website is to provide information about the services that can potentially be provided by Regent staff members upon the creation of a contract between Regent and a client operating as or on behalf of a licensed addiction treatment facility.

Regent forbids the use or reproduction of content on this website without explicit consent from Regent's legal team. Researchers, educators, and members of the media should reach out to Regent directly to obtain permission for citing Regent. We reserve the right to restrict the use of Regent's content for third-party marketing purposes.

Privacy Policy

Information Collected

Regent's website collects basic user information that enables us to optimize visitor experience. This includes collection of data pertaining to website analytics when our site is accessed by users. Data points subject to collection by Regent include IP address, browser type, device model, user location, user browsing history, and digital search queries. Forms of data collected from visitors to our website can include tracking scripts and cookies. In addition, we retain information that is submitted via business inquiries and contact forms.

In certain circumstances, Regent may collect Protected Health Information (PHI) via submission according to client relationships. This includes patient health status, medical history, treatment protocols, and payment and insurance information. We advise website visitors to abstain from uploading any sensitive patient data or personal information when corresponding via Regent's "contact us" page. Contact resources on Regent's website are intended for basic inquiries only.

Business Associate Positioning

Regent acts as a third-party consultancy that collects patient information and PHI only as it pertains to our ability to offer adequate and thorough medical directorship services to our clients. As a result, we may be in position to handle PHI belonging to addiction treatment patients through our client relationships. Regent does not solicit or collect information directly from patients seeking addiction treatment. In the event that a patient receives correspondence that appears to be directly from Regent, this may signify fraudulent correspondence from third-party actors misrepresenting themselves as Regent.

HIPAA Compliance Statement

Regent's HIPAA-compliance policy protects the privacy and confidentiality of all health information (PHI) when this information is received by company employees and representatives or when this information is accessed on an as-need basis based on their job responsibilities. PHI covers information pertaining to health status, treatment plans, physical and psych exams, drug testing, and more received by Regent from our clients in the healthcare field. 

Regent has a dedicated HIPAA compliance officer (HCO) capable of answering any questions related to the handling of records. As part of our HIPAA-compliance protocols, Regent has a system in place to determine and control which members of our staff need clearance to access PHI. We've also developed protocols for how PHI is maintained, utilized, received, and transmitted once it is under our possession.

When acting as a Business Associate, Regent follows client and regulatory retention requirements for medical records.  Once the retention period is met, Regent destroys records in compliance with federal guidelines to ensure that the data will be indecipherable, unreadable, and incapable of being reconstituted. 

In the case of minors being treated, Regent will hold records for seven years or no less than a year after the minor turns 18 years of age. In cases involving Medi-Cal patients seeking addiction treatment, records meeting the criteria for being retained for a minimum of 10 years will be handled accordingly.

Note that information that is provided to Regent for claims processing purposes in situations involving workers' compensation, disability benefits, or verification under the Americans with Disabilities Act (ADA) or Family and Medical Leave Act (FMLA) may not be considered PHI.

42 CFR Part 2 Statement

In accordance with 42 CFR Part 2, Regent complies with all federal regulations protecting the confidentiality of substance use disorder (SUD) treatment records from federally assisted programs. This includes shielding patient-identifying information from disclosure without explicit written consent or enforceable legal requests.

Data Protection + Storage

Regent employs high-level safeguards to ensure the protection and integrity of all data collected or managed through our website. These measures are intended to shield data from unauthorized or unlawful access, accidental loss, exposure, corruption, or alteration. To achieve data protection during transmission, utilization, and storage, Regent uses measures that may include data encryption, system firewalls, password protection, and HIPAA-compliant internal processes for data access and control.

Data collected by Regent is stored on secure servers in secure locations that are in compliance with federal and state data-storage policies. Data that is collected is held only for the duration of time necessary to fulfill its purpose(s). Data is properly anonymized and deleted once it is no longer required due to data-retention expiration, end of a client relationship, or closure of an addiction treatment facility. Regent retains the right to update this statement as needed to reflect changes in company policy or legal requirements.

Information Sharing

Regent does not sell patient data. Data obtained or possessed by Regent will not be sold to third-party actors for the sake of marketing purposes. Information shared with Regent by our clients is used only as it relates to our capacity as a medical directorship agency. When necessary, Regent will share information with clients in possession of patient records who are seeking our professional services. In addition, information may be shared with relevant third-party agencies as part of compliance or legal standards.

User Rights + Contact

Users of Regent's website are permitted to use this website for the purpose of collecting information about our services and expertise. In addition, website users may reach out to Regent using our contact pages for the purposes of inquiring about business services. Regent's contact information can also be used by the media for the purposes of requesting quotes for news articles, blogs, podcasts, and other forms of print and digital media. Any attempts to contact individual Regent employees or Regent as a whole beyond the contact information that is published on the Regent website may be construed as excessive or constitute harassment.

Regent reserves the right to contact website visitors using any form of contact information they have provided by filling out a "contact us" form or similar application on the website. Contact information stored by Regent after being collected following website visitor initiation may be stored for internal usage.
